1 | For the period from 1 January to 13 February 2023, TVB is required under the First and Second Schedules to its licence to submit annual reports on compliance with the requirements to provide six categories of positive programmes, i.e. documentary, current affairs, children, young persons, senior citizens and arts and culture. TVB is also required under the Third Schedule to its licence to submit annual reports on compliance with the requirements to provide additional positive programmes (i.e. arts and culture and senior citizens) or government programmes (Radio Television Hong Kong programmes). As for HKTVE and i-CABLE HOY, the two licensees are required under the First Schedule of their licences to submit annual reports on compliance with the requirements to provide four categories of positive programmes, i.e. children, young persons, senior citizens and arts and culture. Following the mid-term review of the domestic free television programme service licences of TVB, HKTVE and i-CABLE HOY in 2023, the original categories of positive programmes were consolidated into five categories, i.e. news, current affairs (including programmes to positively promote national education, national identity and National Security Law), children, young persons and “others” (including documentary, senior citizens, arts and culture, sports, etc.). For the period starting from 14 February 2023, the three licensees are required under the First Schedule of their licences to submit annual reports on compliance with the requirements to provide the aforementioned five types of positive programmes. |
2 | Domestic free television programme service licensees are required under their licences to submit annual reports on compliance with their proposals regarding programmes of independent local productions and local productions respectively. |
3 | HKTVE and i-CABLE HOY are required under their licences to submit annual reports on compliance with their proposals regarding high definition television programmes. |
4 | Sound Broadcasting service licensees are required under Condition 28.1 of the licence to submit annual reports on compliance with the requirements to provide five categories of positive programmes, i.e. current affairs (including programmes to positively promote national education, national identity and National Security Law), children, young persons, senior citizens and arts and culture. |
